I'm fairly sure this design may have only been minted in Ravenna.  Finding it in Sicily is rare, none of the other Sicilian detectorists I know here had seen one found.  The time frame they were minted was during the Gothic War, when Sicily was being taken from the Ostrogoths

Another indicator of these being early in Justinian I reign is the lack of a date. He ordered all coins be dated during his 12th year as emperor.
