I cannot place this 'radiate' bust or the character on the 'reverse', and I am hoping that someone can help me please?

Hmm ... female figure holding a statuette either of Victory/Nike or a Palladium. Maybe Vesta holding scepter and palladium. Perhaps Roma holding scepter and Victoriola?
