A combination of common looting and an attempt to deprive Ukraine of its history (and therefore, its identity), and at the same time, appropriating it as Russian. They had whole units full of art historians and archaeologists tasked with deciding what to steal. Of course it's nothing new; Napoleon filled the Louvre with stolen art from Italy and elsewhere.
