Not sure what emperor but the obverse has 2 busts. Was this halved in antiquity or did it just break? Also what is this coin? My best guess is a Julio Claudian provincial. Philippi. Tiberius (14-37). AE. Obv: TI AVG DRVSVS CAESAR. Jugate heads of Tiberius and Drusus right. Rev: Foundation scene: Two priests plowing with two oxen right. RPC I 1658.
