Looks like a Grumpy old Tyche and a strutting horse. Looks Roman Provincial to me. 18mm and about 3 grams. Thanks for your help!

I've seen that riderless horse with one foot raised on the coins of Adana in Cilicia. That might be a good place to start looking.

I believe this is a Kushan bronze. Usually attributed to Vima Takto (see HGC 12, 177).
