I believe this is a Kushan bronze. Usually attributed to Vima Takto (see HGC 12, 177).

INDIA, Kushan Empire. Vima Takto. Circa AD 90-113. Æ Drachm (17mm, 4.07 g, 2h). Imitating Heliokles I of Baktria. Uncertain mint in the Surkhandarya Valley and Begram area. Diademed bust right / Horse standing left with foreleg raised; trace of tamgha on rump. Senior A22.2D; ANS Kushan 227-38; HGC 12, 177. VF, brown surfaces, rough.
