Some aspects of the portrait, especially the rendering of the mouth and nose look Hellenistic in style. The proportions of the seated Zeus look imitative to me. I don’t see detail in this coin.

The Celts made coins with great details, many of them nearly indistinguishable from the original types they copy.  To me this is clearly an Eastern Celtic imitation, probably 2nd - 1st Century BC.  Your example lacks details due to its poor preservation but the portrait style on Herakles is very close to Kostial #888.
