the 9th century 'uncertain provincial mint'

S 1721  27mm, 7.04g.

I purchased this slightly better than average, otherwise unremarkable coin as a throw-in with my order, as to tick Basil I off the list.  I also was intrigued by it allegedly being from the uncertain provincial mint.  The coin isn't bad in person.

Did the dealer get it right?

Are there any theories where the 'uncertain provincial mint' might be from?  Thessalonica?

Feel free to post any Theophilus or Basil I coins from this provincial mint.

The Romanus I was the other inexpensive throw-in to the order.  It certainly is an upgrade to the cruddy example which I've had for many years.
