Help with this encapsulated coin

This was in my family for a while, trying to figure out what it is.

I think it may be Azes II , I can only make out a horse rider. 

Its silver, roughly 13-11mm ?

The Franklin Mint was started in 1964 in Wawa, Philadelphia. As far as I know they only created coinage with their own mintmark,(I have many) not encapsulating other peoples product. It is likely that your coin was put into a spare capsule for protection by someone, as it is not a FM product. Should be an easy thing to pry the capsule apart so you can get a better look and improved photos of the coin.

The Franklin Mint has indeed created sets of genuine coins now and then, typically on a subscription plan at inflated prices. The capsule would have originally fit into a descriptive card. Your coin does appear to be an Azes II drachm.

@DLTcoinsI had forgotten about their collector issues. I remember a series of Roman 2 coin sets packaged as you describe. I do not recall any Indo-Scythian coins but that does not mean there weren't any. Thanks for jiggling the grey cells.

Reverse migt be a standing figure upside down. If it is a Azes it might be Pallas standing left:
