When did Commagene change from an Imperial to a Provincial mint?

Here is an apparently unpublished Ae 28 (Dupondius?) from an uncertain Eastern mint (Commagene?) struck under Vespasian:

Vespasian. AD 69-79. Æ Dupondius 28 mm. 11.2 gm. Uncertain eastern mint, possibly Commagene. Struck AD 77-78. Obv: IMP CAESAR VESPASIAN AVG TR COS V, Laureate head right. Rev: PONT MAX TR POT COS VIII CENS S C, Female diety (Diana?) standing, facing left, holding bow and cornucopia. RIC- cf RIC 801, Apparently unpublished.
